James Kamanzi serves as the Deputy Director General of Rwanda Biomedical Centre. He has experience in public sector management, institutional development, reorganization and institutional reforms. He became Director for Investment Facilitation and One Stop Center in Rwanda Investment and Export Promotion Agency-RIEPA. He was responsible for streaming the processes related investment facilitation and advise on reforms to attract and promote investment in the country.
He was later appointed as Director General for Corporate Services in Rwanda Development Board (RDB) where he was involved in RDB institutional audit and subsequently was appointed as Chief Financial Officer (CFO) in the same institution. There, he was part of the team that led the implementation of the RDB merger and subsequent reforms. In 2011, he became Permanent Secretary in the Ministry of Infrastructure where he undertook reorganization of the Ministry as well some of its affiliated agencies and led sector strategy development.
He holds MBA from University of Natal (South Africa), a Post Graduate Diploma in Business Management from the same University and has a Bachelor Degree in Accounting from the University of Dar-Es- Saslam(Tanzania).
