James KAMANZI serves as the Deputy Director General of Rwanda Biomedical Centre. He has experience in public sector management, institutional development, reorganization and institutional reforms. He previously served as Director for Investment Facilitation and One Stop Center in Rwanda Investment and Export Promotion Agency (RIEPA). He was responsible for streaming processes related to investment facilitation and advising on reforms to attract and promote investment in the country.
He also served in similar positions at Rwanda Development Board (RDB), eventually serving as Chief Financial Officer (CFO). He was part of the team that led the merger between several government agencies to form RDB. In 2011, he became Permanent Secretary of the Ministry of Infrastructure where he undertook reorganization of the Ministry and led sector strategy development.
He holds an MBA and Post Graduate Diploma in Business Management from the University of Natal (South Africa) and has a Bachelor Degree in Accounting from the University of Dar-Es-Salaam (Tanzania).
