Rwanda is taking strategic steps to enhance its ability to prevent, detect, and respond to health emergencies, aligning with the pillars of the Health Sector Strategic Plan V (HSSP V).
About SPPROHRW
The Strengthening Pandemic Prevention & Response Through One Health Approach in Rwanda (SPPROHRW) initiative advances this mission by reinforcing health systems and workforce capacity to manage emerging diseases and health threats.
Following the Pandemic Fund’s decision to fast-track grants for combating the Mpox outbreak in 10 African countries, Rwanda received funding, launching the SPPROHRW project on November 15, 2024. This three-year initiative, led by the Government of Rwanda with Pandemic Fund support, strengthens the healthcare system’s preparedness, response mechanisms, and resilience against disease outbreaks.
Key areas of focus include:
- Surveillance & Early Warning: Integrating digital solutions for real-time disease monitoring.
- Laboratory Capacity: Upgrading healthcare facility laboratories to enhance diagnostic capabilities.
- Health Workforce Development: Training health professionals and the community for outbreak response and infrastructure capacity building to improve rapid detection and containment efforts.
Guided by the International Health Regulations (IHR) 2005, the project incorporates the needs of vulnerable communities and addresses critical gaps identified in Rwanda’s Joint External Evaluation (JEE) 2018 and Performance of Veterinary Services (PVS) 2019, reinforcing the country’s ability to detect, respond to, and mitigate health emergencies effectively.
By integrating human, animal, and environmental health approaches, SPPROHRW fosters collaboration among government agencies, national and global partners, civil society organizations, and local communities—creating a robust and coordinated pandemic response system.
With a focus on capacity-building, digital integration, and strategic emergency preparedness, this initiative aims to transform Rwanda’s public health landscape, ensuring sustainable protection for communities nationwide.
The SPPROHRW project will be implemented nationwide across all administrative levels, including national, provincial, district, sector, and community (village and cells) levels, as well as in the city of Kigali. It involves collaboration among key institutions such as the Ministry of Health Rwanda (MoH), Rwanda Biomedical Centre (RBC), Rwanda Development Board (RDB), Rwanda Agriculture and Animal Resources Development Board (RAB), the University of Rwanda (UR), and Clinton Health Access Initiative (CHAI).
